washer gets power to water valve but will not fill and has a new valve

If power is getting to the valve assembly then either the valve assembly is broken or there is no water coming in from the hoses. Assuming you have checked the hoses, what I do in this situation is use a test cord (make one out of two alligator clips on one end and keep the plug end) and get a power strip. Hook a hose up to one of the inlet places and attach the alligator to each one of the terminals on the inlet valve you have hooked the hose to.
Plug the test cord into a power strip that is turned off. Set the valve assembly in the laundry hose in a way that water will not get on the connections at the valve, turn the water on and then very briefly flip the power strip one. If water comes out everything is working, if not the valve assembly is not opening.
Be careful not to short out the connection with the water.
