OK this is very odd. My Samsung front load washer will not pump out!

The drain pump motor doesn't spin, hum or buzz. Having said that I have removed the pump motor and bench tested it with positive results. Everything else works fine, when the water level senses low it will even spin the drum (if manually drained, if not then nd code appears of course). I've tested the wiring to the drain pump and have 120v from the blue wire to ground. I have tried to even run a separate neutral from black to ground showing 120v passing thru however no pump action. I've tried a second pump (which bench tests positive) and no action.

I'm stumped how can there be 120v to the motor and even when connected to neutral externally it won't spin the drain motor. One thing I can't check is amps could it be low amperage and if so is this control by the PCB board?
