Does the snubber ring affect the balance of a washing machine? I have a dead pump that I will be replacing but before that problem occurred machine would often get out of balance (30-40% of washes). Could a worn out snubber ring be the cause? Spings look okay. Not convinced that it is unbalanced legs.

Yes, a worn out snubber ring can cause excessive vibration during spin.
