I ordered, received and installed water intake valve, but condition remains.

1st rule out faulty valve using a voltage meter, gain access to water valves unplug either hot or cold set meter to 200v insert probes into plug and then engage washer. if you see 120v then valves are still suspect (which I doubt) if you show no voltage the original valves were likely good. [keep in mind to set wash temp to warm so both valves will activate.]
