Water inlet valve replaced recently, but it did not solve the problem. Hot water fill rate is fine. During cold water fill, it is much slower and there is a low hum sound. Need repair suggestions or tests.

What I would do is switch the hot and cold connections on the valve assembly. Then see if the reverse is true, that you have good cold water flow but weak hot water flow. If that is the case it means the valve is not opening fully which would normall mean a defective valve assembly. But you have already changed that so it could mean the temp switch, timer or wiring.

If you still have weak cold water flow the problem is with your cold water tap.
