washer will fill, drain but no agitate and a weak spin. Rubber burning smell. Is it a belt? Parts diagram shows two belts. Is one belt for agitate and the other for spin? What other parts do I check?

One belt for spin and agitate, other one for drain pump. Tilt machine back and remove the belts. Rotate center pulley CCW. Have someone observe to see if it is agitating while you are rotating. Rotate clockwise for spin. May need new belts, motor mount may need servicing as it needs to glide back and forth under spring tension, also check that pump pulley freely rotates in each direction with no binding.

Belt starts to burn when motor runs. Belt tension good. Removed belt off center pulley. Very hard to turn pulley CCW. Turning pulley CCW by hand, will agitate action back and forth but binding. I see a crack in the plastic around the top of the agitator.
