washer won't fill up all the way

Model Number: SM 8280869 Brand: Whirlpool Age: 1 - 5 years

For some reason my washer will only fill up about a third of the way then stops. I think the water level switch may be stuck or broken but I don't know how to check to see. Everything else works fine. any ideal how to fix the problem?
