My Estate washing machine filled up but did not start washing. I pushed the dial in and then pulled it back out. I can hear a buzzing noise that sounds like it is coming from the wiring console. It is possible that the drain is frozen. Would this have any bearing on the washer not agitating?

If water in the drain pump is frozen, then yes, it will prevent motor from running. Remove the cabinet and pull the pump away from motor shaft. Jump out lid switch and see if it will agitate.
