GE washer won't stop filling during spin

My GE washer has been overflowing. I narrowed it down to the spin cycle. As soon as the spin cycle starts, it begins filling with water (which I understand may be normal) but it never stops. It just keeps going and will overflow. Unplugging the washer does not stop the water, only turning off the cold water supply. Today I monitored it and turned off the water as soon as it began filling during spin. When I turned the water back on it continued to to fill. Remembering that this may be normal, I waited another 5 or 10 seconds and then heard a faint click or clunk sound while it continued to fill. I then turned to water off and on again, and the filling stopped and the spin cycle completed normally.
All other cycles appear to complete normally and do not overfill.
