The washer is not agitating or spinning. It fills and drains correctly, runs through the entire cycle as if it was turning, but it never tumbles or spins. I searched this forum and found some tests to run on my washer and checked resistance at the 6 point plug. All were in proper range. Then reconnected power and checked voltage at the 5&6 pins and it was 120 V. I then checked the voltage drops between pin 5 on the 6 pin plug and on pins 1,2,6,9 and 10 on the ten pin plug. The voltage at pin 1 and 9 was 0. At pins 2,6 and 10 it was nowhere near 120V, coming in around 10.6 or so. Is this a timer issue or a defective speed control board?

The belt seems fine. Not loose. Everything turns properly when I turn the drum by hand. Those voltage readings have me confused. Read somewhere that voltage drops should be 120V... as you can see in my original post, I am getting nowhere near that reading.

Is there a way to test the tightness of the belt? Could it be slipping?

You can run the washer an look at the belt to see if it is slipping.
