it washes spins but not all water out clothes are still sopping wet

Iblashaun, You'll want to make sure there are no article(s) stuck between the outer tub and spin basket and tub cover. Remove the front panel and belts

from under the washer and check that the belts are not excessively worn, and that the motor moves back and forth on the carriage assembly, freely. If all's OK, you'd have to suspect the tub bearing and tub seal assembly have started to seize, and will need to be replaced
