My Frigidaire side by side Condenser Fan will not run . It will move very slow like it is trying to start. And the frame between the doors gets very hot. it did the same thing about a month ago and i spun the fan and it started ,This time nothing. Is the Fan bad or could it be a panel board.

You have posted in the washer Forum. If you will repost in the Refrigerator Forum someone should be able to help you.
It does sound like the fan is the problem, like the bearings are seizing up or something like rust is in there. Unless somebody says differently over in the Refrigerator Forum I would start by replacing the fan.
