I need advice on a washer that when it is pulled on stays in same position and will not move. Keeps on washing until it moved by hand.

It needs a new timer. The switches built into the timer are working, but the motor that turns it is broken.
Sometimes taking the timer out and lubricating the motor will help for a little while, but don't count on it working for long.
