Washer stopped spinning/draining. Now does nothing

For about the last few months the spin cycle on our washer has been in slow decline. Every cycle worked it's just that although it spun, at the end of the wash, the clothes were still not completely spun out. We compensated by running the spin cycle twice. Now yesterday the spin cycle quit altogether but it still filled and agitated. Today however, none of the functions work. There is only a electrical humming/buzzing sound when lid switch is engaged and I pull the dial out. I am inclined to think it might be the dial itself being faulty but I dont know how to properly diagnose the problem, if you could please advise. On top of this, the tub is filled with water so any suggestions on how to drain it to work on the machine would be greatly appreciated

Okay, the easiest way to drain it in this situation is to get a large shallow pan and take the drain hose out of the drain pipe and lower it into the pan.
The water will siphon out into the pan. When the pan is filled raise the drain hose until the water stops, empty the pan and repeat.
It sounds like your motor is going, but these motors tend to be pretty good. So the first thing to do after you drain it is to check and see if something is caught between the tub and basket, or if some is caught in the pump. Then check and see if the coupling is broken in such a way that it jams the motor.
