Assume that's a 2070 model (not 2020). If the motor does not run during agitate mode it could be a pressure switch or timer issue. After it fills and stops, flip the load size switch back and forth, tap on it, if it doesn't kick on, unplug washer, remove the control panel and disconnect the wiring from the pressure switch. Make a jumper and short the violet and yellow/black wires together. Make sure the terminals aren't touching anything (tape if necessary). Plug washer back in. If it starts agitating, replace the pressure switch. If not, the timer is likely defective.

Oh, well...ok, can you grab the fins on the lower agitator and rotate it by hand? If so, the splines inside the agitator coupler are likely stripped out.
