The washer works OK except for after it drains the water after rinse. The washer pumps out the wash and rinse water OK. But then it goes into spin cycle, starts the initial pump of residual water, then spins more and fast, then fastest. I watch the plastic tub (with the front panel removed) and the water spins out of the clothes but the washer doesn't turn on the pump to drain out the spin water.

A manual fix that I do is to take the dial back to beginning of spin so it will pump out the spin water before it soaks back into the clothes. I do it 2 or 3 times and the clothes are spun out ready for dryer.

Why isn't it pumping out the spin water? What is a fix to get it to automatically pump out the spin water again?

Sounds like a bad timer. The pump is activated by timer contacts and should hold contacts closed throughout the spin cycle.

I am wondering which timer - the front panel cycle control dial, or the circuit board (that is mounted on the motor under the splash guard)?

The timer behind the control panel. The circuit board (inverter) over the motor is for controlling the motor and the mode shifter.
