Washer operates normally on regular cycle. Will not agitate or spin on delicate cycle. I replaced the timer with no response.

Replacing the timer almost always fixes this, because if it works on one cycle that means there are not mechanical problems.

So if replacing the timer did not fix things it sounds like you have a motor or wiring problem, that the motor will not operate at low speed.
