Everwthing else seems to work fine until the motor reverses for the spin cycle. Main pully turns but shaft above it does not. Is there a clutch or one way gear in there some where? What part do i need to replace?

Difficult to tell from a distance, it could be something is jammed that prevents the basket from spinning (check it out) the tub bearing or the transmission.

You can pull out the basket by taking out the agitator and then the screws that hold it and see if you can find anything. If not, then the transmission is your logical problem, and I do not beleive it is economical to replace it.
