On this model, the agitator doesn't move, but one can hear a grinding sound as though cogs aren't catching. However, having removed the agitator, the dogs and cam appear to be fine. when I place the lower agitator on the drive spline, it is secure, no movement.

In the final cycle, the machine does drain and shut off properly.

Could it be I need a clutch pack?

If the machine spins the clutch is okay. I would go ahead and replace the dogs, it is hard to examine them visually.
