Hot water fills fine, cold water trickles in. Does this sound like the cold water inlet valve needs replacing? Thanks

There are two screens inside the water inlet valve that may need to be cleaned. If the screens are clean then I would replace the water valve.

I would remove the cold water hose from the washer and run it into a pail to check it's flow.
Some hoses have a screen filter built into the rubber washer at the faucet end, also hoses can de-laminate internally and reduce the flow.

If the flow is good then as ApplianceJunk said look into the washer valve's input and check the screen filter. If dirty clean it. Do not permanently remove it as it is there to keep crud out of the valve, which could hold the valve open and cause a flood.
