The machine is only spinning the load and not moving it up and down. We checked the pump - it's clean. We were advised that the problem can be in transmission or brake. How we can locate the brake? And if we can fix/replace it on our own, do we need special tools for it?

The brake would not stop it from agitating. Operate it with the front panel off and see if the motor is turning in the agitation cycle. If it is then the transmission is likely the problem and given the expense of the part of the difficulty of a DIY project and the low cost of a new top loader I suggest replacing it.
