If it's draining the water out as it's filling, without the motor running, it's setting up a siphon. Make sure your drain hose is higher then the top of the tub. Your drain hose should fit loosely enough in the standpipe so air can enter. Or the fitting on the end of the hose should have the ability to allow air to enter.
