Washer Repair

The machine will fill up, then agitate for 30+- seconds. It then seems to load the motor in a "pulsing" manner, all the while dimming the lights in the room in sync with the "pulsing". Then by changing the settings, it will drain fine and then spin, but makes a clunking noise on each revolution and it seems like a heavy load on the motor. This is all while empty. I replaced the electronic control board, which did not help anything. The motor seems fine, would guess the clutch or transmission??? Thanks.

Your symptoms strongly suggest a transmission issue, or a brake issue. The brakes are inside the transmission and are not a separately repairable item so replacing the transmission would seem like your best option.
