Won't drain all water/not belts

Model Number: A211 Brand: Maytag Age: 5 - 10 years

My washer spins and agitates but in an empty tub there is about 1/2" of water that won't drain. I have replaced the belts and checked the hoses for blockage. The pump impeller does turn. I don't know what to check next. Any suggestions would be greatly appreciated, I am at a loss.
