When the washing machine tries to initially fill to wash a load, the water just goes out the drain. Where is that value that is stuck open?

This is a washing machine that is only used during the summer.

Where the drain hose goes? It should not lay on a floor. It should be connected to a drain standpipe.

Yep. It goes into a standpipe.

If it does fill and drain at the same time with the motor not running at that time, then there is something wrong with how you connected the drain hose. What is the height of this standpipe?
