Starts agitating before filling

The washer starts to agitate before it puts any water in the tub. It sprays some water while it agitates. It did this same thing about a month ago so my wife would manually fill the tub before starting the cycle. One day it started working the way it is suppose to and now it has started doing it again. Any Ideas ?
