The washer in my firehouse is saying F20 out of order. Is this a general maintenance issue or does something need to be replaced?

Try unplugging it for a couple minutes to see if the computer will reset.
If not try the following.

F20 looks like a fill error.
Check that both faucets are on full.
If OK
Shut them off and disconnect the hoses at the machine.
Then try each one into a pail to check the flow. Some hoses have a screen filter built into the faucet end so if you get a low flow check for that.
Also they can collapse internally lowering the flow.
If you find one of them has low flow check the flow at the faucet could be a bad tap.
If flow is OK.
Take a look into the fill valves on the machine. They will have a screen filter, it may be plugged. If gunked up clean it, do not remove it permanently from the valve as it is there to keep crud out of the valve which could hold it open and cause a flood.

If all the above are OK then you probably need a service call as the ubnit should still be under warranty,
