Fabric Softener dispenser not working

For some reason the fabric softener won't go thru into the washer. When I fill up all of the compartments (the soap, bleach and fabric softener) the only one that won't empty is the fabric softener. If I fill it up, it takes about 10 loads before it empties. And then it mildews and gets all black so I need to take it apart and clean out.
Is there something I need to do or a new part I need? I was going to order a dispenser, but didn't realize it would be 20 different parts. Yikes!

You may have a bad dispenser switch.
