Cold water has low flow, hot water is OK?

Make sure you have good flow from the house plumbing. There is a strainer in each of the hoses you may be able to clean out. Also there is a strainer in the valve there the hoses connect you might be able to clean that. Note do not remove the strainer in the valve.

If cleaning the strainers doesn’t fix your problem and you have good water flow replace the water valve.
