washer doesn't spin all the time.
It seems if it isn't spinning, if I grab the basket and try to spin it() has alot of friction ) it starts to start spinning, not sure if its spinning as fast as it should, it does shake preety good after afew seconds.

Sounds like the clutch maybe slipping and needs to be replaced.

any instruction on replacing clutch?

OK I found instructions on replacing the clutch..

Anything else I should maybe replace while I have the motor and shaft out?

Your brake shoes are probably dragging. Pull off the pump and turn the motor shaft clockwise. If hard to turn, you have bad brake shoes. You can check my sticky above, "replacing direct drive washer brake shoes".
