Washer will agitate and drain but doesn't spin...I just put in the thrust bearing kit and belt. When I tried to adjust the cam it would not move into the normal range with either the thick or thin washer. The motor reverses but it can't force the cam up to release the brake. It takes a lot of force manually to get the brake to release. Do I have transmission problems?

When I tried to turn the pulley counterclockwise the cam would not move to disengage the brake at all with either washer installed . When the pulley is turned either direction the agitator moves but the drum will not turn.
