When I turn the washer off from spin the tub spins wildly and bangs against the sides of the washer, took machine apart and do not see any missing springs, no missing bolts. Could it be the transmission? Clutch?

Sometimes the springs can be a problem but the issue is not visible. Since they are inexpensive, try replacing them and the pads, and check the support structure for breaks and cracks.

May be you also should check the balance ring located on the top of the basket. Normally it filled with water, shake the tub
and if you can hear water splashing inside the ring it is ok if
not -replace the ring.
