I have a Kenmore washer which quit running in the middle of the run cycle. All the lights were lit- I later found the code which corresponds to an F28 code. I found the pump was clogged with quarters and other debris. Replaced the pump. Now it turns on, runs a few seconds and stops. Some have suggested it is a control board issue, though not sure how to tell for certain. The pump was purchased from you guys. When I replaced the pump, it had water in the back cylindrical end. In checking after replacing the pump, the new pump exhibits the same condition, so I am assuming this is normal. Is there a way to test the control board. I have tested the switches at the back cover. They seem to be fine. Any help anyone can offer would be greatly appreciated.

Under the top or inside of the lower service panel you took off to change out the pump there should be tech notes that will tell you how to do some testing and diagnosis.

Found that, but that sheet only has the list of codes, which is how I knew it was an F28 code. So I still have two questions:
First, is the cylindrical end of the pump supposed to retain water? Through the semi opaque plastic, you can see it is about 3/4 full of water.
Second, how can one test the control board, if at all?

I have checked the drains and inlets- all are clear. Which still leaves me with my question about the pump. Is it supposed to retain water internally?
I tried to download a manual from the link you gave, but you have to register, and their registration process simply isn't working. (activation email doesn't work, and the backup help code included in their email isn't recognized).

The water should be mostly drained from the pump.
Keep trying the link to the download, the system usually works but it may be having problem. Registration is free.
