I have a clothes washer that only fills with water when you start the cycle, but the motor will not run. I can hear power inside the machine that sounds like a hum, like contactors are stuck. The motor turns freely, as does the water pump attached to it. I have heard this with A/C units, and it is usually the motor start capacitor. In this case, there isn't one. What could be preventing the motor from starting and the machine from running?

These motors have start windings in place of a capacitor, so the start windings can be a problem and not show up as you turn the motor.

If you are comfortable doing so, see if you can manually turn the belt when the motor is trying to start, but BE VERY CAREFUL!!

If it starts, the motor is bad.

The other place to check is the motor switch.
