the washer spins and turns the pulley but the pulley just spins and doest spin the tub.

Ouch

If it is not making any noise and the motor and drive pulley are spinning freely the problem is likely in the transmission.

Here is a service manual you can look at to see if you want to attempt a repair, but given the complexity of that you may want to look at a new washer.

I guess what your telling me is that the pulley has nothing to do with the spin cycle? If so I guess I'll look at another washer. I'm sure a transmission is expensive.

I think that is my conclusion, and if you look at the trouble shooting on page 3-5 of the manual that appears to be the conclusion. Since it agitates it would appear the pulley is attached correctly and so it is not likely your problem.
