Just wondering... how do I install the E Ring back onto the washer.

Not sure which part you are referring to but if you mean the E ring (C-clip) shown below then start it into the groove in the shaft and then push it home with a screw diver etc.
Sometimes they can be a pain.
If you can get at the shaft then pliers can be use to push it into the groove.
Just be sure to give it an extra push as often they will not seat all the way as the pliers jaws stop them and the center clip is not all the way in.
