If you washer is less than 1 year old it should have factory warranty and you should get warranty service to fix it. In general, though, if the water will not shut off when the machine is turned off, the problem is in the inlet valves, if it will shut off when the machine shuts off the problem is in the water level system, either the switch or the mechanism that tells the washer the tub is filled.
