The washer has filled with water but will not move further. I replaced the timer several years ago which caused the same problem, I think. Should the time be replaced?

Difficult to say, but I would check the lid switch first. If that is not the problem post back and tell us what happens when you manually advance the timer, and also if you have this problem in all wash cycles.
