Washer does not rinse soap out

Our Frigidaire front loader washer does not rinse the soap out. I am using a HE soap (ALL HE), and using 1/8 cup of soap. (I measure it with a measuring cup) This is not very much soap and I am worried about even getting the clothes clean. I am also running the clothes on a short wash after the first wash with no soap and there is still soap after the final rinse. I am using medium loads of laundry and not overloading or underloading the machine. Do I need a service call?

I have the same problem with a Kenmore washing machine. Everything appears to be working but there may be a little water left in the machine after the rinse cycle.
