Our washer will go through with the wash cycle and then fill for the rinse cycle but will stall there. Sometimes blows the cicuit breaker and smells like a hot circuit. Spinning the timmer dial several times will sometimes get it to restart. Is the timer shot?

Yes, assuming that when you start it the machine will fill, agitate, drain and then fill, and then the problem occurs it is probably a timer problem.

Given the age of the machine you may want to consider a new washer, as the timer problem may have created other problems, or other problems that will occur down the road.
