as the water is running in the washer it drains right through so nothing stays in and it doesnt leak out on the floor or anything. and when it does fill and wash it wont fill again for the rinse cycle.

Sounds like the water is siphoning out. This is caused by a few things one the drainpipe to your house is too low and you either need to extend the pipe up above the top of the tub or run the drain hose from you washer up high.

Another thing that can cause this is that someone taped the drain hose from the washer to the drainpipe to your house to stop the water from backing up. To fix this either clean out the drainpipe to your house and remove the tape or install a siphon break, part number 285320.

Last but not least if the drain hose from your washer is pushed down the drainpipe too far this will also cause the same problem. To fix just pull it out to about 6 inches of the end.
