my washer quit draining it washes and spins but wont rinse or drain if i lay the hose down flat it will drain ot some water could the pump be bad

More likely is that something is blocking the drain hose internally, so check that out first. If all is ok, change out the pump but I think you will find a sock or something in the hose from the tub to the pump or from the pump to the outside.
