My washer agitates & spins but water is not draining. I put on a new pump because I thought it was that, but it wasn't, it still doesn't work. It appears to be the wiring behind the control panel, it has exposed wires. How hard is it to replace the wiring? Will I need to call the experts to fix it?

If you are saying there is wiring inside the console which is bare, well that is just plian unusual.

Here is a diagram of you console parts. Also use the wiring diagram that you should have found to trace the wiring from the pump back to the control unit.

Finally, it may be the control unit that is the problem.
