I replaced belts
I put in new washer drive motor
Washer agitates and empties but basket does not spin
Getting whining noise

You need to operate it with the front cover off to see what is happening with the motor when it is trying to spin. If the motor is trying to work and the pulley will not turn you could have a brake or transmission problem.
