Hi! first time poster here. I have a Kenmore series 90 that is about 14 years old. The timer stops advancing and there is no draining or spinning. the washer appears to work properly. fills correctly and agitates. is this strictly a timer issue?

Almost certainly not, which is good news. With the age of your machine this is almost certainly a lid switch issue.
