Washer sloshes water so it spills out of machine onto the floor. The tub spins immediately when started in the agitation cycle. We have to wash loads on medium water level so it doesn't slosh out. Thoughts?

I have been told its a brake or transmission issue. Does anyone know how to pinpoint it?
