I purchased a new timer, so that is not the problem. The washer washes in hot water but it won't bring any cold water in. It does not go through the rinse cycle.

The first thing I would check is the water source to the washer. Then remove the washer cabinet and check the cold water solenoid on the water inlet valve (#18 on the diagram) for continuity. If there is nothing wrong then check for 120 VAC to the cold water solenoid while the timer calls for cold water. If there is proper voltage then replace the water inlet valve.
