Washer starts agitating same time it's filling up

Recently when I wanted to wash the washer starts agitating at the same time the water is trying to reach it's water level. Because of this the wash cycle completes to fast. I also noticed the spin cycle goes on much longer than it use to. I've had to stop it manually sometimes. I would like to know what's causing these changes.

The contacts are welded shut in the water level switch. Pull the hose off the bottom of the tub that goes to it and blow in it. Should fix it.

When I remove the hose, do I need a air compressor to blow into the hole?
