The dial advances to the level of the first rinse, then the washer stops (indicator lights say it's finished). The dial can be advanced manually to spin, and it will finish, but if advanced to rinse 2 or 3, it just turns off. Fabric softener isn't used from the dispenser.

You have your choice of the timer or the control board, but given the history of this very troubled machine, replacement is an option you should also consider.
