How do I check motor current? what terminals do I check and What do I set My fluke meter to? what should the capacitor read?

You will need an amprobe to check current. I check motor current right at the input power cable, just clamp around the black wire.
Oil filled capacitors rarely fail, only one I saw literally blew out and it was obvious!
